Low Income High Costs (LIHC)

The LIHC indicator defines fuel poverty as the combination of high energy costs and low income. A household is considered fuel poor if its required fuel costs are above the national median level, and if it spent that amount it would be left with a residual income below the official poverty line.

This was the official measure of fuel poverty in England from 2013 until it was replaced by LILEE in 2021.
